I've been playing for a month or so. I got all the 9 base races motif books mostly by stealing but I also purchased a few of them from public annoucements and from guild merchants.
I think a blue motif book sells for about 250g right now. Buying the 8 other base races ones would cost you only 2,000g or so. I think it's pretty cheap if you have money to spare.
Now the purple ones it's another matter completely

Just loot all manner of containers and you're bound to find the purple motif's eventually.
I would stay away from barrels though. I've found plenty of purple Motif's in furniture, backpacks, heavy sacks, smaller sacks, etc. I've never found one in a barrel. All I find in barrels is food/provisioning items.
I've found the Barbaric, Primal, and Daedric Motif's in this manner, and if you're in the "right" places, it will also help you raise your Legerdemain skill.

Motiv books seem most common in furniture and backpacks from what I can tell.
Dwemer pages are in all kinds of dwemer containers.
Sacks, crates, barrels on the other hand, those I have yet to find one in...
Just do a lot of thieving, and you will stumble over some in due time.
Blue are easy and also cheap at kiosks 200-250g
Purple - Primal and Barbaric in Cadwell's Silver. Ancient Elf and Daedric in Cadwell's Gold

I advise not to buy blue racial motif books with gold as a new player. You will find them sooner or later, buying them is a waste of money IMO. Use that gold to buy a horse and inventory/bank upgrades.

I never found any motif except 1 altmer motif which I needed it.
Thanks guys\gals for all the feedback. As I am a patient man and scream like a little girl about to watch a disney film when finding decent loot I am going to try and explore and thieve the motifs
Plus deconning any dunmer style item will have a good chance of giving you obsidian.

He carried Fianna Kingsley out of Cold Harbor on his shoulder. He carried Alvard Stower under one arm. He also irritated the Prophet who had intended the portal for only Mol and Lyris.
