No he is not. This problem is widespread and is also found on PC. It seems to happen on both megaservers. It's linked to ping and on PC it causes issues on FPS too. Looks like a genuine system/infrastructure problem on ZOS end.2 -

5mins to get in, get into a delve and its another 3-4 mins, the lag persists for about 15mins then just disappears...

One thing they have ruled out is it's nothing to do with ping and fps, it's happening to people with very varied ping/fps, the only common denominator we have found so far is that the higher level your character is the longer your load times become.0 -

stojekarcub18_ESO✭✭✭✭My loading times (I'm on PC) have always been short. My issue is the constant random loading screens. They always pop up at the worst times. Halfway through a boss fight in a dungeon, loading screen...*fingers crossed* hoping that my skills aren't bugged when I get back to the game and can't attack or do anything other than walk around. Or the absolute....pvp, port to the keep nearest the fight, sprinting on my horse, I rush to get there in time....Aha! Here's the big awesome battle, my mates could use some heals, I'll just ride right in and press '1' to drop a heal and dismount and....oh, no...no, wait...gotta have a loading screen first.
This is of course at the worst of times. Sometimes it all goes smooth as silk. Other times, not so much. What's weird is I've always cut my settings way down when pvp'ing, assuming that it may help....but last night I had rolled a new character and got him up to lvl 10...big boy pants... Hit up Cyrodiil for the quick and easy shards and AP and such from the learny quest...and decide I'm gonna wander around for a while and see what I can get into...and I crank the settings way up cause I want it pretty....ended up dabbling in some pvp and had smooth sailing all the way through....I up the settings and I don't get the pesky random loading screens. I guess the lag and loading screens just come and go as they please.0
