The dealer doesn't participate. He gets a cut of the total pot. He doesn't have to know the pattern to win.

It's the 2-piece bonus for the Engine Guardian monster set (the helm comes from Darkshade Caverns II). When it procs the dwemer sphere comes out and restores a ton of health or magicka or stamina over time. The colour of the beam connecting you to the dwemer sphere indicates which of the 3 resources is currently being restored.
