

My personal assumption is that Matt Firor goes to meetings and in those meetings he is asked "How are you going to make money this month/quarter?". His bosses will tell him things like "we need items for Halloween" or "Our goal is to make X number of dollars this month/quarter." Then Matt Firor goes back to his directors of whatever and relays that mandate and the directors make the decisions.
Specifically the text chat? I would assume whoever was the lead for designing the console UI was the person to make the final decision... and they probably had a nice little presentation with numbers telling the creative director and Matt Firor why ESO on consoles shouldn't have text chat. It all sounded great... so that's the way it went.
NOW... it's the community team's responsibility to relay the grievances of the community to the appropriate teams. At this point they have probably told the UI team and the creative director that the community isn't happy about no text chat... and it may or may not be changed... depending upon actual numbers and profits.
If numbers and profits remain satisfactory, they will likely not bother adding text chat because people are playing and spending money. If the number and revenue drops too sharply... there's a chance they will add text chat to entice players back to ESO.
Of course... this is all 100% assumption on my part. As far as we know they their decision making team consists of...

Only Matt Firor was mentioned, and the speculation looks spot on with standard business practices, nothing special.
I myself can list 5-10 ZoS employee full names off the top of my head. Why? Because I watch ESO live, I read the articles that are posted, and I genuinely give 2 Guars about this game.

I don't care if there is convincing evidence that text chat is not a good idea and I am honestly fine with whether they are going to implement text chat or not. What I, and probably many people, want now is a simple answer, yes or no. Is it really that hard?
