It's funny- I also thought that "weaving" (animation cancelling) was never intended, too. But ZOS kept it in the game as a mechanic. Now, there's magicka-based characters using DW and 2H weapons for extra DPS.
Perhaps it's time to officially acknowledge that DW/2H is a viable build for magicka DPSes... and add an "increase spell damage" enchantment to weapons.

For those many, many 2H/DW Sorcs and NBs out there- shouldn't there be a weapon glyph that will temporarily increase your spell damage?
If you think about it- stamina dps builds can load up on jewelry, weapon, and monster helms (Molag Kena) to utilize maximum damage in their DPS rotation.
It would be nice to see Magicka DPS get a boost in spell damage after a light or heavy attack with their enchanted DW/2H.
I mainly use Funnel Health on my Magicka NB- I practically never use my DW swords... so, if I could get a quick strike on an enemy to increase my spell damage- it would help even out my DPS compared to a Stam build.

It would be little use for a magica build on dw...
You have to use the weapon to proc it.
On a staff it'd be fine as you're weaving it would keep it going. Just like weaving with a bow or 2h/dw on stam builds.
Dw magica build would have to light attack to keep it going. Not ideal.

Ever heard of Molag Kena, Field Physician and the other set out of IP that grant you additional spelldamage? Buffed you can easily get over 5k spelldamage with the right stuff...
This game really needs diminished returns...
More to the point, why is there a medium armour passive that give 12% weapon damage but no light armour passive to give 12% spell damage,
Not really, since the Spell Damage bonus with DW/2H became a thing after 1.6.
