Yep, that's it. The mobs are VR16 and you're scaled up to something equivalent-ish to a VR15. Your stats and skills are scaled up depending on how you have allocated them, rather than having a blanket scale to a fixed value. Details here:Hopefully someone who has actually tried it out on PTS can confirm, but from my understanding the way it scales is similar to Cyrodiil battle leveling, so it scales you to the content rather than vice versa. That was my understanding, anyway, I could be wrong.

Basically you get this little UI fix that says you're scaled to VR15. I assume stats are increased evenly as if you were 21/21/21 and your damage mitigation ect increased. Mobs seem to die at roughly the same speed regardless of level (Tried on a level 9, 35 and VR14).
@Grisemn Yes, XP gain is primarily based on your true level. Quest XP is exactly based on your true level, so completing a quest at Level 20 will give you Level 20 XP. There might be a slight boost for mob-killing XP; for example, if you're Level 20, you may be given, say, Level 25 XP for killing mobs (need to confirm whether that's the case).How do XP gain work there though, is it scaled after your real level?
@kyrowski Unfortunately, yes. If you level up a few levels in Wrothgar you will be overlevelled for the content that you are going back to. This means that you won't get XP or drops from mobs. You'll still get XP from quests and POIs though.One thing I've been wondering about is how being able to jump out of the standard zones into Orsinium affects your levelling progress. Are you going to come back to your previous zone with outleveled quests?
I guess this would hurt new characters more than higher levels?
