I think the WW skill line is well thought out and has a nice rounded set of abilities, and it's a hoot to play. But the ultimate cost for the timer is out of whack. While I'd personally like removing the timer, I think that would be too OP.
Overall I think WW needs:
- Either lower ultimate cost or increase the timer. I'd prefer a timer increase.
- Reduce devour time OR devour returns more time in form. I'd prefer the latter.
- Fix the dance around and try to find the devour "X" spot.
- Return some ultimate when you transform back early.
- Stop the WW timer during load screens. Seems like it used to, but lately it doesn't?
- Let WW's who also have the Clothing skills craft Savior's Hide.
- NPCs, including quest givers, should run away from WWs if they aren't also a WW (or Vamp?)
- Guards should attack WWs on sight.
This game also does its best to say "stay out of the red". In the very beginning they have an archer with neon lights shooting from his face and a giant path in front of him with "NOPE" written all over it, yet blood rage encourages people to jump into these aoe's, and to not block dots all so they can get this passive to trigger. Never understood that, and have dropped transformation mid combat plenty because those situations called for movement, why should ww's have to go counter to the games design just for this passive to work?

I liked @Prothwata 's post above. Maybe it's not OP in PvP. Sure feels crazy powerful in PvE, though. And I can't purge anyway.
Not sure how someone stays in WW form for an hour, at least not unless they are grinding/deliberately killing everything. I can hardly go 5 minutes in the game without having to talk to an NPC or open a chest or something.
