Deltia uses quick cloak with a 20% damage reduction and a burst of damage every 3 sec. Sun shield has a shield scaled off of health and then a single aoe burst either at beginning or end based on morph.

Yes. Quick Cloak only reduces damage of AoE attacks by 20% which includes things like Impulse, Solar Barrage, Steel Tornado, etc. I do not know for certain if this includes all AoE's though like Caltrops, Cinders, Talons, Volcanic Rune, Blazing Spear, etc but I would assume so (though sometimes these types of things defy normal reasoning because the attack might have some other classification that it is given). At any regard Quick Cloak isn't a true shield exactly but provides an aoe damage reduction. The other nice thing about this power is the speed burst it can also provide.

Sun Shield on the other hand has a burst of pbaoe damage associated with it at the beginning or the end of its duration, depending on which morph you take, that is correct. Sun Shield is a shield, and provides a health based shield that can completely eat whatever damage it soaks up to its cap. (It works better in PVE in the latest edition of the game)
