I don't think there really are builds for vet1, but a little tip:

Don't focus your build on 1 skill tree, you got 2 more available

Is it for PvP or for PvE?

For PvP you shouldnt worry too much about your build as long your not past Vet14, since your stats are upscaled "to be on par" with others who got good gear and higher vet rank.

For PvP you can use the usual combo like

1st Bar(Destro Staff?): Chrystal Frag / Daedric Curse / Streak / Crushing Shock / Endless Fury(or Mages Wrath)

2nd Bar(Resto Staff?): Streak / Healing Ward / Harness Magicka / Hardening Ward / Entropy


Strategy is to stack your shields, cast entropy (for 5 sec you get 20% dmg bonus on next spell, overall 20% spelldmg increase and dmg over time and heal over time), switch back to bar 1, apply curse, use crushing shock and try to shoot your chrystal frag (so your curse and frag hit at once).
Streak is for escape or to stun enemies (can also proc insta cast of frag)
