Highest possible magic recovery

I am a Breton templar healer. I want to know what I'd have to get to have the highest possible magicka recovery. What stats, mundus stone, gear, champion points, skills, etc.. will I have to get to achieve this? I've known someone who has around 4000 magicka recovery (with drink, of course), but I am unaware of how he achieved such a recovery.

    509 basic + 3*169 (Glyphs) + 310 (mundus 7 divines) + 4*129 (Set bonuses, willows path (5), arch mage (2), syrabane (2), 3 seducer) = 1842 basic.
    1842 * 1.25(CP) * 1.15 (Willows path) = 2648
    2648 + 500 (drinks) = 3148
    3148 * 1.4 (10 vamp, 10 breton, 20 potion) = 4407
    Of course you can add more buffs like PvP 20% when you take a resource and 10% more if you slot purge and staff like that.

    This commemoration is for the class that has constantly been plundered and diminished by designers for no obvious reason while other classes continue to have coherent skill lines and feel cool.

    7/7 Light armor.
    4/4 seducer
    5/5 Willow's Path
    V16 jewels with Magicka regen Enchantments.
    SnB
    V15 Magicka drink.
    Drink a potion so you have the major magicka regen buff.

    Shield, as well as Light armor all with Divines Trait and the Atronach stone.

    skills: (Depending on Ava level)
    - Restoring aura (any Morph)
    - All support skills (4 normal + ultimate) with the Magicka aid passive.
    - Other bar: Channeled focus (use this then switch to other bar)

    If you have a low AvA level:
    - Restoring Aura (any morph)
    - 1 Vampire skill
    - Fill rest of your slots with mages guild skills.
    - Other bar: Channeled focus (use this then switch to other bar)

    You only get 1/2% magicka regen with Mages guilds where you can get 5/10% with Support skills.
    Restoring aura gives 10% (minor buff) when slotted)
    Having 1 vampire skill gives you another 10%. magicka regen.
    And for Champion points: Arcanist in the Lovers tree (Serpent)

    You can use a regen set-up on 1 bar, while you have a normal set-up on the other bar.
    If you only plan to use 1 skill you can swap 1 of your Ava or Mages guild skills for the skill you wish to use.
    I have done this before (although i prefer 7/7 heavy armor), which still gave me over 3.4K Magicka regen on an Argonian Templar.

    High elf sorc as an emperor will have the best regen in game
    PC, EU server, Ebonheart Pact

    And 60% additional Magicka recovery if you use all 5 support alliance war skills+ ultimate :D
    But who would build for so much Magicka ? You will hit like a wet noodle.

    I've done a few wet noodle builds, which worked pretty good.
    3K Magicka regen (without counting channeled focus) in full heavy armor with Puncturing sweep.
    Might not hit like a truck, but you can almost endlessly spam it without running out of magicka.
