I believe he's talking about the perks for power attacks in certain directions. Example, holding back and heavy attack did a thrust with the chance to paralyze target, sideways did a sweeping attack to hit all enemies in front. No eso does not have this mechanic. It is replaced of course with many skills, both single target and aoe.

I guess ESO battle gets more fun and varied the higher your character gets, as it stands right now I am new to the game and only a Lvl6 Dunmer DK and I have attack, power attack, and soul trap and spiked armour as abilities and st present it feels a bit repetittive with cast spike armour run up to enemy and just keep hitting\holding trigger till it is dead. Hopefully battle will get more varied and exciting the higher I level my character?
There will be a lot more options in higher levels.
For example lvl15 you will gain access to weapon swap which allows you to switch between two different ability bars and weapons in the midst of combat.
You may unlock a ton of different abilities as you level up skill lines or progress in the main story as well as the guilds, Alliance War (PvP), Vampire/Werewolf.
