... but the game still lags? If I didn't know any better, I'd say it was worse. Even the character load screen seems to be taking far longer to be done than before.

I haven't played in days (though I do log in to train horsey/check hireling mail) because the lag makes playing a sorc frustrating. If I can't cast spells or use my staff, there's no reason to play the game.

I slogged through Rivenspire and had a not-so-great time in Alik'r, and that was enough for me. Now that I'm in Bangkorai, this lag will just make the experience horrible, especially the final boss (and her army of dead).

Is there something I'm missing? Do I need to restart my console or wait another month for a patch to resolve the issue?

Re-read the patch notes. Nothing in there about reducing "Lag" or load times (I assume that's what you're referring to). It's something they're aware of and investigating and mentioned, in the past, they expect a resolution with Orsinium release.

However, I haven't experienced any gameplay lag. The lag you're experiencing could be related to internet connection or under heavy graphic situations with a zerg group spamming AoE abilities or other spells.

If you're experiencing this consistently and constantly, I'd say it's an issue on your end.
