i believe that only the armour pieces were upgraded to vr16. This was basically done to make the IC 3 set jewelry the only vr16 jewelry so they were the absolute best and you had to get the DLC to get them (without buying them of course).

Banned for Naming and Shaming exploiters. Great ideology ZOS.
