miked83b14_ESO✭✭✭I hit V14 by doing all the anchors, dungeons, world bosses, discovering all the locales and Cadwell's Gold. I got about 50 CP points by grinding the three rooms in the Imperial City sewers.

Wayrest Sewers last time I did it was great for levelling to 50, after that though? Not worthwhile at all for Veteran level characters.
Spots in quest areas usually have great density.

look for lots of groups of 3 folks kneeling and chomping on corpses.1 -
