Safe to assume a significant amount of phasing in Orsinium?

As I understand it, pretty much all of the story quest line revolves around rebuilding Orsinium and depending on where you are at in the quest line the visual display of the city will change. Someone starting out on the quest will see a city in ruins while someone who has completed the quest will see a fully rebuilt city. Players in the middle will see an incremental change as they complete a quest.

I'm perfectly fine with the use of phasing technology to help tell a story but I am curious to know if the implementation of it will mirror how it currently works or if it will behave differently. The original design of phasing when the game was released had major negative impacts on grouping with your friends who were on different stages of the quest but for the most past those problems were corrected in future patches to the point I think it works very well.

    I hope its 100% solo. I want to solo all new world bosses and stuff. Btw, if what you say is true, I just got so excited I know what they are doing.

    In the special ESO Live on Orsinium, they mentioned they do NOT use the layers which caused previous phasing problems. Instead they used a cosmetic change so you and your friends will see the differences but will not be impacted as a group. They have uploaded the ESO Live to their YouTube channel so you can watch it.
