I am struggling to see the ultimate gaining component work from mountains blessing passive. and i may be mistaken but i read the minor brutality buff is also not working at times. I gain more ultimate when i attack with any ability other than an earthen heart ability which is very confusing, and i dont remember it working like this in 1.6
has something changed and i didn't read the patch notes correctly? am i just not use to ultimate generation rate in IC/Cyrodil? is the passive bugged? is it just me?

im a bit confused by your comment @Armitas I presume you mean i cant just spam EH abilities to gain ultimate out of combat, which was kind of a given, im referring to attacking a mob using EH abilities.
you gain ultimate when you attack a mob and use abilities, so I was gaining ultimate from inhale, talons, LA/HA, and flame whip, and killing an enemy too it seems, But i actually don't see any ultimate gain when i attack a mob using stone fist/petrify/ eruption
its like the opposite is occurring of what i was expecting. Ill try again tonight and if still seems to not be working ill post a video. or something.

i dont think this is the case. You need to actually be in combat. I always use igneous every 6 seconds when im running around in pvp and in combat while not attacking anyone
