Other than unlocking skills do skill points actually do anything else?

I think the title says it all but other than unlocking the skills do skill points actually do anything gameplay wise? for example 2 people with everything exactly the same (race, CP, level, class, equipment, passives) except one has 10 DW skill points and the other has 30 is the damage different at all?

✭✭✭✭✭Simple answer is no. You just invest them, im guessing in your example even though one has more skill points they haven't unlocked passives that would change anything.
