Question about leveling

Ok I complete the missions for Aldemeri Dominion, cleared caves, killed all bosses located all locations and completed fighters and mages guild quests. Why would I be two levels behind for Coldharbor. I'm a level 46 Coldharbor is 48? I'm pretty sure I covered everything.

Allyhoo811✭✭✭If I remember correctly, quests in Coldharbor start at Level 44.
Edited to add: Over-arching quests (like restoring the Hollow City) might be listed as Level 48, but the quests you need to complete to achieve those larger goals start at around 44.Edited by Allyhoo811 on October 5, 2015 7:48PM0
