That's the first time I've heard that. I've 3manned vCoA with only 1 wipe with Skoria under hardmode parameters, and consistently get 16k dps while main healing. The entire class is jabs.
The skill is useless for pve (many people think otherwise, but people also think the new dungeons are "hard"...)
The damage is not terrible but it just isn't part of an optimal dps rotiation under any condition.
it could be very good for pvp. however, the problem isn't the skill itself but the "meta".
An interruptable spell right now is most good if and only if:
1) you're more than the enemy
or
2) the enemy is bad
This is because the channel can be interrupted (for good damage and a damage boost on the next attack, and a CC effect). Add to that that the travel time isn't exactly lightning fast and that it can be dodged and reflected.
This makes it very situational to use already. Additionally, if you have the tools (skills on your bar) you can just block it and purge the debuff. Blocking is strong against the damage, because you can regen more stamina during the cast time than you need for blocking. Purge, especially through purifying ritual is very strong because you trade a shorter animation for a longer one.
The current meta has the problem that most skills with a cast time, are first hard to land and if landed, their effect can be reverted in the same or even less time. I don't recall a single skill where the cast-time + risk of interrupt is really worth the effect. Changing this, though, (to something where interrupting channeled spells is necessary because you otherwise hae a very hard way to deal with the spell) would make 1vX a ton harder because you cannot interupt a whole bunch of enemy randoms.
If you'd give it a cahnce to instant cast, tough,. The skill would quickly go up to being insanely strong (and probably OP). Simply because the healing debuff already is a very strong effect and the damage (whel moderate dps) is very good burst.
TL;DR: Instead of discussing dark flare, we might as well discuss skills with a cast-time in general. The risk (interrupt, dodge, reflect, los, ...) is never worht the reward (damage healed, cc broken, debuffs purged in less time and with less risk)
