There are many ways. In 2014, FIFA players were hacked via a weak EA server. Hackers stole the EA passwords and then bought EA Ultimate stuff with credit cards from players who used the same password for the PSN.Can you get hacked like that?

Hmm, if it was a matter of their account being hacked then stuff would be missing sure but bank storage being set back from 120 to 68? Don't think a person can do that. Sounds more like bug to me.
Changed my PSN, not too sure how to change my eso password though. Tbh, after this experience I'm cancelling my sub and leaving the game. The stuff that went missing was stuff I needed and was using to make things for other people. It wasn't even being used for myself. Despite that I still get hacked or bugged, whatever the case may be. I'm not sure I can enjoy the game again after this ='(

Now that you mention it.. I guess you could be right. Hm, maybe the items are still there, but "hidden" somehow due to the decreased amount of slots? I really hope that's the case.. because then, they could easily be restored again (by the Tech Support).
One thing to check would be alts/mules, just in-case. Could your crafter be holding items? Is someone carrying them to make space temporarily? (Esp if the bank is usually full.)
Have you tried a reload/relog/restart? Presumably, but when you open a ticket their copypasta will ask you do that anyway. You also need to assert that the problem was not fixed by their copypasta if you want it to be opened by a person - they appear to be reducing support traffic by having most responses automatic.
