My thought is that they should create one more trait, a 10th trait, and when you learn that trait you are officially a master crafter and now can change the trait on any item that you have researched all 10 traits. That would be a nice method of progression for crafters and would reinforce the importance of crafters overall in this game. They were important for a hot minute during the nirnrush but now they're just making rando gear with no goal or progress to be had.

We should also have a chance of getting the BoP gear from WGT and ICP in the end of campaign rewards, much like we got master weapons and trials gear. Otherwise there is nothing to look forward to getting, as you can get all the gear from the Rewards of the Worthy.
