New Idea to help Cyrodiil but its not gating

What if you tied the 6 home keeps to the telvar multipliers. If you dont own anything, you get a 0.5x multiplier and that cant go up regardless of the telvar you have. If you have the 3 base keeps, you get a 1x multiplier and that cant change. Once you own the 6 home keeps and your respective outpost, you unlock the 1x, 2x, 3x, 4x, system they have in place now. Opinions?

✭✭I dont mind it but.... (explain)needs more than 6 keeps, currently 6 means that 2 factions can gang up on one and deny them any access. IC also needs a reason to be controlled and give buffs to cyrodiil so that people who are doing the more pve stuff inside there can contribute without leeching effort in cyroPLEASE REPLY TO ME WITH @dsalter otherwise i'm likely to miss the reply if its not my own thread

My only addition would be it should not be INSTEAD OF the current system. I like that carrying more stones has a risk/reward trade off.0
