I know of no other vampire who uses it nor have I seen it used by anyone in-game since the patch went live. Actually, I've never seen it used before that either. No vamps in my guild aside from me have ever used either of the drains. Perhaps now with the change to a Vampire ability slotted requirement to gain the benefits from the regen passive, but from what I've heard people are using the ultimate for that, with some using mist as well.

They really seem to be "done" with vampires and werewolves despite the very lackluster shape they are currently in.
personally i think vamps are in a decent spot.
i do feel tho that they should update certain resistances like the dark elf one as it basicly does nothing anymore ontop of the fact that the biggest issue with beeing a vamp is the camo/silver shard oneshots.
their are counters for those oneshots but on my nb it only takes 1 buff (camo) and 1 heavy attack to just 1shot alot of the vamps even when they have radiant magelight on.. it was fun for a while but after a certain time it becomes rather mindboggling when you see full tank builds wandering around and than just explode from 1heavy attack with camo up.

Or who knows....talons someone constantly while slapping them with a lava whip as the bats tear them to shreds.
If anything...lower the DOT of dawnbreaker and increase the initial hit damage.
I mean honestly the most damaging part of Dawnbreaker is the dot which is easily dodged.
On the other hand devouring swarm or clouding swarm is capable of what feels like instakilling 5 man groups.
The health regen reduction is pretty heavy, I'd like to see it cut in half or replaced since health regen builds are already pretty gimped without losing vamp as an option.
