I wish to know someone who have a nice vga that can be playable that doesnt have problem with fps.
My current config:

Im assuming your 3rd gen i5 is a dual core. I have a quad core i5-4550s and noticed the same thing in cyrodiil and wondered why the hell I lagged out so badly and did some digging. If you're running Windows 7 then "by default" your OS is only using one core and not all that are available. Heres a youtube link I found VERY helpful to make Windows 7 use all available cores in your processor. https://youtube.com/watch?v=yLslSkDB0AM

Now I have my OS using ALL 4 cores instead of just using one. It made a huge difference in my FPS. Before I did this my FPS would drop to 1 (instead of the usual 45-60 in PvE) every few seconds when I was around maybe 10-20 people sieging a keep. It still lags sometimes even using 4 cores but not nearly as bad as it was before. Hope this helps.
