I'm in Coldharbour doing the quest "Special Blend." I obtained the Kyne's Tears flowers that Neldhilda requested, but when I returned to the Everfull Flagon to give the flowers to Nelhilda, she won't spawn. I get a white quest arrow indicating that she should be upstairs, but she won't appear. I seem to be stuck without a way to complete this quest.

I started this quest last night, got the flowers and returned to the Everfull Flagon, then I logged out for the evening as it was getting late. I was just inside the front door when I logged out. I just logged back in today in the tavern and while all the other Nords seem to be there, Neldhilda is nowhere to be seen. I left the tavern and then re-entered, in the hope that she would spawn but no luck.

Any suggestions?
