Klaandors Journal: Last Words quest doesn't exist

Up near Doomcrag just before you reach the military camp you pass under an outcrop of rock. Around the back of the rock, (on the coastal side), is a bloodfiend named Klaandor. After you kill him you can take his diary, which contains the usual blurb about delivering it to a loved one named Vyctorell, but no quest started. After some searching I found Vyctorell, there was no prompt to give her the journal.
Looking online I found it was part of a quest called Last Words. I can only assume it was dropped from the finished version, or console version, (I'm on PS4).
I guessed there was a problem though when I got no quest, the book wasn't in quest items, (I think it was in materials), and had a value of 29 gold. In the end I sold it. As neither of us us wanted it what else was I supposed to do?

I just stumbled onto this quest, recently. As I recall, there was an amulet involved. I don't remember if he dropped it after I killed him, or if I looted it from around his tent.

It's the amulet you give to Vyctorell and choose whether to tell the truth about what happened to her bloodfiend boyfriend.

Maybe go back to the spot and look for the amulet? On PC, for what it's worth.

Hmmm, i just did that quest on an alt last week and it worked fine for me. I'm on PC though.

Vyctorell's response to the news of his death is quite amusing. Certainly not what you'd expect.

I thought it said the amulet was in the book, and got no response from her. It's too late to buy it back. Let us know what she said in a spoiler alert.

No need to worry guys it must be glitch. Just teleported back to the wayshrine to see if the amulet was there as r.leigh.harperb14_ESO suggested killed Klaandor again, and Lo and behold the quest started. I see what you mean about the response.
