It is strong for single target as it deal 140% to it, also it is cheap, you can use sets combo for channel skills to negate channeling weakness and siphon spirit proc 2 mana reaturn and 4 healt return upon 1 cast. And seems many people didnt read that double reduction was removed from sweep and glory, i.e. before 1.7 you dealt reduced damage by battle spirit and 40% healing reduced by spirit too(in result it was like 29% healing). In 1.7 you have 50% reduced damage and get full 40% healing without decreasing(dealt 1k damage - healed for 400hp), i.e. very big profit (or 20% healing with Radiant Glory.)

OP the best thing is by my calculations it hits as hard as wrecking blow, but it had a crit rate increase by 10% and it has a 25% chance of proc'ing the extra magika damage.

So infact with just 1 (with the possibility of 4) proc's it is the single hardest hitting stam dps move in the game.

Not to mention buffs such as the cyrodlil set that give 25% mitigation whilst channeling, and the fact it's 4x hits means it can proc sets/bonuses quite regularly, like the imperial passive that had a 10% chance of healing.
