Vr14 - Vr16 leveling help

Just hit vr14 tonight and have done all the quests/areas in cadwells silver and gold. Tried questing in Cyrodiil but the enemy factions have all the keeps and take up all the map. The ones where we are dominating are full and have a huge que.
IC is the same, as all destricts are deserted or huge zerg fests where you get overwhelemed in seconds. Cant solo the sewers due to not been strong enough to take on groups of mobs as a NB.
The rest of the content is group based which my current guild have left the game due to the recent changes, im looking for a new guild at the moment but is there anything else i can do to level up solo? I thought it would be fun hitting near max level but im struggling to find content to take part in.

Allyhoo811✭✭✭There unfortunately is not a lot of solo content after Cadwell's Gold. Depending on your build, you might be able to solo portions of Craglorn.
Even if you aren't actually in a group for Cyrodiil/IC, running around with a group (following the zerg) should get you some decent XP.
Your best bet is to probably continue to try to find a new guild. Good news is that new solo content should be coming out with the next DLC (Orsinium).
