I'd say it depends on what you're going to be doing when you do end up in melee range. If you're OK with doing some melee attacks when that happens, then I'd go Redguard because of the Adrenaline Rush passive that restores stamina when you do melee attacks. If you're going to stick with using ranged attacks even in melee, then I'd go Bosmer.

why? is the 21% regen and 3% max stamina better than whar the redguard offers? i dont have intentions of going melee...just not sure which would be better for endgame
If you're going to be using melee attacks when in melee then I'd say the Redguard will end up being superior because the stamina regeneration those attacks give (with the racial passive) should be as good as it is for Bosmer natively. If not, I think the regen of the Bosmer is going to be more useful in extended battles. What he's saying is if you go Bow and Bow to go Bosmer the higher regen will help you keep distance with roll dodge (speed buff of 5 seconds with your bow) and Magnum Shot.
But if when they get close if you off hand a Melee like 2 handed even if only for the damage buff then the Redguard's stamina return on melee attacks it better. Most likely you will off hand melee for buffs and heals anyway
