Overwhelming Surge comes out of the White Gold Tower 4 man dungeon. Normal mode will give you v15 set pieces while vet mode will give you v16. But, the drop rate is sporadic and completely rng dependent. You may run it 300 times before you get the complete set with the traits you want on it. You may only have to run it 20 times to get the traits you want... total rng grind with a horrible drop rate.

are you not able to buy the set from guild traders? and if i'm not depending on a trait how often does this set drop?
