Mass hysteria bug ps4

I wonder if anyone else is experiencing this.
I have my mass hysteria in my buff bar, but a lot of times it won't work. Whenever I activate the skill the hands does the animation but there is no purple animation and it won't do the effect. I thought this would be fixed in the patch.
It happens a lot when I'm doing Dodge roll>mass hysteria, weapon swap>mass hysteria. Any skill>mass hysteria.
