Without question, 100%, absolutely, wholeheartedly, YES. Instead of listening to the myriad good ideas that we came up with for them right here on how to counter things they instead went ahead with this sweeping blanket approach to nerfing. They nerfed things in ways that nobody asked for. Let's examine some highlights:
Roll dodging
Blocking
Reduced Wards
Reduced Healing
Reduced Damage
The cp system with the blown up stats and the no soft caps is the reason for this mess. ZOS is literally nerfing everything but the real problem. You know what's going to be funny when they put a cap on seasonal cp and everyone goes "oh *** now my class really sucks after all these nerfs." maybe they should implement fixes and changes rather then just doing a quick easy nerf because there lazy.
They implement a champion point system that ruins balance and gives players way too much resources. And instead of fixing that, they nerf individual abilities instead, such as roll dodge and streak. The problem is, that this hurts players with fewer champion points the most
IMO I think a lot of what is happening is due to private consultation...which is fine but its not vetted like the forums. The forums are like a free think tank. Ideas and changes brought up on the forums have the huge advantage of being refined and verified by debate. Ideally those who consult privately with ZOS should be immersing themselves in that debate so that they are representing us even though they are being asked about their personal opinion.
I would tend to agree that a lot of this problem is due to the champion point system...and yeah if they ever overhaul the cp system I cringe to think of the under powered nature of some classes.
Zenimax will constantly change things so long as they feel the community in large quantity finds problems with the game and they themselves feel some tweaking can be done to balance the game more. Problem is everyone has their own views on balance so there is always going to be people complaining about imbalance. Once Zenimax finds their center though the nerfs and buffs should become scarce. MMORPGs are ever-changing though so no guarantees.

Now it's true that as an MMO many gameplay changes are expected to occur throughout the life of the game. However many of the worst problems come simply as a result of ZOS just not thinking their changes through as well as they should and allowing that oversight to go on for extended periods of time. When ZOS does get around to making changes they don't do it in the manner of small incremental tweaks progressively over time allowing player to steadily adapt, they make drastic sweeping changes that are rather jarring and seem almost spiteful in their intent.

I disagree with speed. They are slow. The problem with the nerfs is they are not well thought out AND then they never come back and re-balance. There already should have been a re-balancing patch since IC but none yet and none in sight.
What and how they nerf is the problem, not speed. If anything some nerfs need to come faster but with more thought put into them.
So the general feel I'm getting from people is that the speed by which changes are made are rather slow but the actual change that is made is over the top or not well thought out.
As a whole I'm seeing the majority of the responders in this thread would desire smaller incremental changes, perhaps even over multiple patch cycles so that the correct balance can be ascertained through longer 'play' testing even under live conditions (outside of PTS).
Now if only we could get more voting so that maybe a significant sample size could be reached.
