PS4 NA Why so many Non-Vet Campaigns, yet Any Player Campaigns Always Full?

I thought this latest update was going to open up more Any Player campaigns and close many unused Non-vet campaigns. Azura and Chillrend is always full with a 20 minute wait most nights. Yet Rizlav, Juilek, etc no wait, except Blackwater.

Xbox (NA) is the same thing. Having 6 Non-Vet Campaigns is no longer necessary. They could probably eliminate 3 of them, most people do not play the pvp or are now veteran ranks.VR4- Imperial Templar0
