Pulsar: Is it working?

First thank you ZOS for not removing the 40% burning chance on Pulsar thereby saving the Pulsar > Force Pulse combo.

Second I don't think Pulsar is working. I don't see any of the mobs health getting reduced by 10%. Is anyone else experiencing the same?

I have noticed the same at the trash mobs in WGT. But I didn't test it further and just changed pulsar for another skill.

Could it have something to do with the fact that those mobs are elite and have resistance against health reductions?

Either way I prefer Pulsar over Elemental Ring because the DOT is very small and its refreshed if you hit mobs for a second time.

I had wondered that but it didn't seem to working COA silver pledge this morning either, on any of the trash.

It was working for me, just not on a lot of the elite IC mobs. I just guessed they were immune.

works in pvp so probs the eliteness of mobs

Just tried it on the mobs in the burned town south of homestead ruins in pvp and my FTC showed minor mangle was on them, but the health only went down by the amount of damage I did. I need to test it some more though to make sure i'm not missing something obvious.

It seems to be hit or miss for me, due to the lagging of all spells. I usually fire it off twice, just to make sure.
