And I was looking for two builds one for AoE and one for single target. But since I have people who like to play dungeons and End Game stuff I want something that can be helpful and really strong. Right now I just want to know what skills to really invest on and what suits me better for End Game.0

✭✭As a high elf you are perfect for Magicka.... but as a race, Altmers really offer nothing at all for Stamina builds.
AT level 28 you don't really need to worry... the best advice at that level is to just use every skill you can... level everything.... learn everything...
Worry about builds later in vet levels.
Ideally 5 light armor, 1 med & 1 heavy (You will want to use light as a sorc as the passives are super strong for magicka sorcs... but good to level the others too).
Destro & resto staff lines.... force shock obviously. But use it all.
Level all sorc skills. Hardened ward is a goal, as is surge, frags, mines (For pvp), Overload is the highest dps single target ulti in the game.
Use some mages guild skills for the good passives... structured entropy / inner light. Pick up all lore books to level mages guild lines to unlock meteor.
But really my original point stands... use every skill you can... level it then swap to another... level that and swap to another etc etc. then you'll know what you like, and come back when you hit Vet and think about builds..... until then play & have fun!

No probs....
Just to cover all bases so you know why I was suggesting the 'don't worry about a build and just level everything'..... the game changes regularly, whats strong now may change in a couple of months... so its best to be prepared and have stuff levelled (At least ready to morph as a minimum) ready for any changes.
