Why is the patch so big?

The patch notes are kind of thin and the changes listed therein don't seem like they should be so complicated as to require a patch this large. Kind of weird if you ask me, or even if you don't.
The only substitute for victory is overkill.

    There removing Thornblade and adding in a new server that has access rules. The rule for the keys to the city is as most players feared you need to control all 6 of your home keeps to enter and as stated many times before that is a terribly stupid idea that will cause endless rage and the new server to be empty except by the faction who controls it. Cause no other faction want to fight the entire PvP players at that 1 keep the PvE players need to enter the city with.

    It's kind of a weird idea. The only reasons I can think of that you'd want to keep another faction out of IC are:

    1. So your faction can PvE undisturbed in IC;
    2. To create a fight in Cyrodiil at whichever keeps an opposing faction needs to gain access;
    3. To irritate opposing factions.

    Addressing each of these:

    1. What is there to do in IC PvE wise? Well, there's:
    A) The main quest line, but that can be finished in a few hours;
    b) The daily quest in each district, but those only return a few stones and some XP;
    C) The dungeons, but you can get to those pretty much unmolested by enemies anyway;
    D) Grinding.

    Given this, it seems kind of like a waste.

    2. I guess this can be seen as a way to churn up some action, but why would people bother fighting for access on this campaign if access existed on another? Or is there so little Cyrodiil action across all campaigns that this move seems necessary?

    3. Irritating opposing factions is always a good use of time, but I suspect irritated players will just play in other campaigns.

    Anyway, we'll see how it plays out. I might head into that campaign out of sheer curiosity.

    Actually I think its a great idea. Its just one campaign and we get to see how it plays out while still having 24hr access to IC in other campaigns. It may be the only thing that can save Cyrodiil.

    I'm not sure if removing an instanced zone would require over a 1gb download though. They aren't actually putting more models into the game or anything for that. I wouldn't be surprised if we see some sort of item added to the marketplace sometime within the next week or two that they haven't talked about. Does seem strange for what's in the patch notes.

    Basically, that server will become a buff server for that empire. Buff servers killed PVP before, and with IC, PVP has been fractured, so... this is sort of like a killing blow to PVP. I want to feel like I'm just paranoid, but... until Cyrodiil's loot/gear is buffed to VR16 there's no real chase incentive to do it except for guilds using it to emp-flip.

    From what I understand the patch also has the Imp City DLC with it. Just locked behind a pay wall.
