Nightblade Magicka Regeneration Bug?

So, I'm a bit confused about something lately...
With the new patch, my magicka regeneration went from 1200 to 1000... That seems to be because of the vampire nerf and some global stat nerf. I'm a magicka Dunmer Dragonknight, btw. That's using the Atronach mundus.
Here's the thing:
A friend of mine, his magicka regeneration sits at 1400, and that's without the atronach mundus. He's magicka Bosmer Nightblade.
Is this some kind of joke? Am I missing something here? I mean, there can be no way this is intended, right? Is the new Nightblade passive bugged, perhaps? Like, is the magicka regen bonus not 15%, but 115%, due to a typo?
Has anyone an idea why it is like that, please? Because atm, I am veeery annoyed by my current magicka regen, to say the least... this patch was just... terrible.

✭✭Change to Refreshing Shadows passive I think? 30% Stamina and now Magicka regen. I know something was changed as all NB's can almost perma-cloak now.

✭✭✭Those 1400 regen are NAKED, the set nerfs can't affect them. Same for me, I have currently not one regen set bonus.

regens overall did change in some manner, it was very odd I never got to found out why.
Point was this
in 1.5 my regen was 1.8k
in 1.6 my regen was 2k
BUT in 1.5 I could perma cloak and STAY at 100% magicka the whole time + be cloaked
1.6 changed that I can perma cloak but it isnt the same.
and it wasnt like the regen got lower, I GAINED regen this patch.
Its weird I might do some testing but I cant really compare to last patch since its gone1 -
