Normally, we have a pretty big population on the PS4. However, I just ran a full lap around the Imperial City (Dark Cloak Hax) and came across one other Aldmeri and a group of 3 Ebonheart.
Seriously, this place is a ghost town. IC option in the Group Finder might be a nice start.

the sewers are mostly pve with ppl that come through to go back home from the district area. now best way to find enemies is to go to your home area and find the room with ladders there will be several go up them to one of the districts more enemies are up there0 -

MrGrimey✭✭✭✭✭I was thinking the same thing, I enter a pop locked server, waited about an hour to enter and almost no one to fight except one huge Zerg at the end of my adventure.
I think that's why it looks so empty, the majority of each factions population is moving in one consuming, black hole, Zerg ball instead of evenly distributed amongst the map1
