Passive Skills: Weapon type equipped status and backup loadout

I was wondering if the skills that required a certain weapon type to be equipped actually trigger if they are backup items or if you are using the backup loadout are the main hand weapon skills active?
For instance, I have a sword and shield on main hand but generally run atm with a resto staff on backup. So even though using the staff, would the 'Deflect Bolts' skill still be active as it requires a one hand weapon and shield to be equipped.

VahrikSoul ShrivenAs far as I kno weapon skills and passives only work while that weapon id equipped. So you wont get the blocking passives for sword and zhield if you block with a staff.0

And that's where the question comes up... the sword and shield 'are' equipped, just not in use right then.
So what is the definition of 'equipped' with regards to main and backup loadouts
