Not really.. EVERYONES damage has been decreased by 50% so those glass cannons will still do substantially higher than yours. Nothing has changed. The GC's may do less but so do you, you will take 5 hits instead of 4. Because EVERYONES damage has been decreased there are still those that are much much higher and so will still win the damage race.

Everyones dmg has been decreased by 30% it was already 20%.PS4 EU DC

Flame abilities OP against vampires ----> prismatic enchants, you can 1 shot vamps under 30k health/no shields with a sneak heavy attack + hunter & prismatic enchants. Lava whips won't hit hard but spamming it went nowhere.
Stamina NBs were never using armor penetration exploits...zos couldn't do math, and so far stam NBs still pack a nasty punch.
Shield stacking still exists, most people don't realize that while shields were nerfed, so was damage.
Stamina templars are still a thing, just wait til they all have Molag Kena
Perma-blocking still exists, you just have to build for it.
All in all, TTK is way up in most situations, and more people are relying on #'s
