PvE leveling

This is a leveling guide from dulfy that I've been using:

Daggerfall Covenant

Stros M’kai & Betnikh (starter)
Glenumbra (5-15)
Stormhaven (16-23)
Rivenspire (25-30)
Alik’r Desert (31-37)
Bangkorai (37-43)

I am currently in Rivenspire at at level 28. Once I hit level 30, even if there are more quests to do, does it make sense to progress the main story line to the Alik'r Desert at this point? Or do I need to keep grinding out the quests for the XP so I can maximize my XP and reach the VR ranks after completing everything in Coldharbour? Basically I'm asking if it's ok to skip quests and move along to the next area once I achieve the specific level.

    It's okay to move along, if you do every single quest and such you will likely be VR1 before you actually start the main Cold Harbour story line. You also shouldn't need to worry about needing that XP to make up for veteran ranks as now veteran ranks take less XP, and the XP the quests give in the Caldwell Silver/Gold zones is more.

    It's up to you, if you're just there for the XP, or like to quest and explore

    As long as you have completed the main story arc and unlocked access to coldharbour any time between level 43 and 45 so you can continue levelling in coldharbour then you're good to go.

    I did every quest. Spent a long time going around and taking care of the littlest little thing, getting all dolman and skyshards and ended up at coldharbour at around 48.

    Don't worry about being overlevelled. Yes, some things will be grey but that doesn't mean anything. It just means you won't get xp for it.

    Don't be a sheeple and not do content just because you don't get xp. Enjoy every bit of the game. It won't 'let' you become overlevelled :)

    Save all the fighters guild/mages guild and the prophet quest line. They are all leveled you and provide purple items upon completing them and some fairly good jewellery along the way.

    Since they are scaled to you it's a bit of a waste having a purple sword at level 35 when a level 40 blue one that's better is just around the corner. Wait until vr ranks and the rewards will be used for much longer.

    ^ This. I picked up the Prismatic greatblade WAY too early. It was good until halfway through coldharbour. Sure, you can get to the last fighters guild quest, pick up the prismatic weapon of your choice and NOT complete the quest until vet, since abandoning quest redoes it and you can get a new prismatic scaled to your current level.

    Do every quest you can. Good money, good xp, good skill points. Questing > Grinding mobs.
    Difficulty scaling is desperately needed. 9 years. 6 paid expansions. 25 DLCs. 41 game changing updates including A Realm Reborn-tier overhaul of the game including a permanent CP160 gear cap and ridiculous power creep thereafter. I'm sick and tired of hearing about Cadwell Silver&Gold as a "you think you do but you don't"-tier deflection to any criticism regarding the lack of overland difficulty in the game.

    I dont even get how people end up in a zone, are to low level for the zone and go "ive done everything what i do now?"
    My last toon only did main quest and all delves and was constantly two levels higher then the current zone it was in ...
    Surely only if you purposely skip a few zones without doing anything in them you end up being to low?

    I love people moaning they completed most of cadwells gold and are only vr5, like seriously? Most of my characters are nearly vr2 by the end of cold harbour.
