Advisable to run the prison & starter islands for leveling purposes. Good step in getting ahead. Players can be 2-3 levels higher than the quests area's in their first zone. Also a big help at the end of the game as it means less grindng to get to VR14 (VR16 now).

Do you mean the starter islands of other factions as a vet? Because your own starter island XP will be completely unnoticeable by the time you reach vet ranks.

It's definitely smart to do the starter islands for your Silver and Gold zones. You'll get roughly half a vet level out of each of them, and they're full of chests (Khenarthi's Roost especially, but the others have a lot too) and nodes for crafting mats. With my 3 characters who have gotten that far, I've always ended up VR2 by the time I'm starting the first full zone of my Silver alliance, thanks partly to always hitting VR1 about 1/3 of the way through Coldharbour, and partly thanks to doing the Silver starter zones.
