The extra heavy attack damage with this skill, works less than half the time. This was the case before the patch as well, after which ZOS said they'd fix it, but even though the skill was revised, it still only works half of the time. Meaning if you do ten heavy attacks, only about 4 of them will have increased damage. (Yes I made sure they were all fully charged.)
So you get 40% chance to do 40% bonus damage on heavy attacks.
That is not worth slotting, so please fix this already ZOS, it's been like this since the skill got changed the first time. You even replied to a bug post about this but for some reason decided not to look into it.
