Platforms Test servers?
Is there anyway possible there could ever be platform testing for ps4 and xbox1 cause if so that would give many platform players alot more knowledge and will help everyone out

I strongly doubt it...Microsoft and Sony have to approve every patch that gets added to their platforms (which is why console patches are always after PC), and I would think that approval process would really slow down testing and putting out new content. If Microsoft/Sony were willing to waive the approval for a PTS server, it might be feasible.
