How does Nirnhoned work now?

Hi all, if I have a weapon which is Nirnhoned, increases spell penetration and spell resistance by 15%, does this mean total spell resistance?

I understand that armor pieces only increase individual spell resistance, but weapons I need information on, I'd assume it's total but yes, please help?

    Weapons don't increase it at all now iirc.

    Ouch! So they only increase Spell Penetration? Really must be hard if they can't afford to edit the tooltip to clarify, I wish I could donate to get the tooltip fixed.

    How does armor work now? I know it used to increase overall spell resistance.

    Does it work more like reinforced now?
