I struggle to think how non-Templar classes can heal effectively at end-game. It's most likely fine for mobs and a lot of bosses, but what happens when you run into situations such as the Engine Guardian poison phase in Darkshade Caverns, or Vila Theran's draining phase in Fungal Grotto? These are moments where I think to myself that if I didn't have Breath of Life or Practiced Incantation on my bar then everyone would be dead. There are also many other scenarios like this where you have to burst heal the massive damage incoming continuously for around 6-10 seconds in order to keep everyone alive. However, i'm not experienced or knowledgeable on other classes skills apart from a Templars, so I could be talking out of my ass here. I just know that they don't have skills in the league of BoL and Practiced Incantation for healing.
You should see some of the all Sorc Trials runs to see Sorc healing in action.I struggle to think how non-Templar classes can heal effectively at end-game. Both of the bosses you mention are doable with stacking & springs which is available to all classes.... not the best example.
I can honestly say I haven't run the healing ult since v2. It's just not needed and it takes the place of an ultimate that either deals damage (Meteor/Nova) or an ult that allows for more DPS (Barrier/warhorn).

It's never boring and I feel like more than just a first aid kit. When grouped with good players who are aware of the mechanics and step out of the red, we chew through dungeons.
Please keep in mind that my previous healing experience comes from playing a Holy or Disc priest in WoW, or a sorc in SWTOR.
