Yeah, totally, and players would be a lot less willing to just give their bite away. Then there would be the players who sell the bites, except the price would probably get a multiplier of 10. People will still get bites, and those that already have them will keep them, so that doesn't really solve anything. If the Cooldown was once a month, as opposed to once a week, you could have had another Meta game for players to strive to achieve in game (by doing content).
I'm decently active in PVP and I've never had any issues with people 'spamming' fighter's guild abilities or their ww/vp powers. Is it a pain when someone turns werewolf? Sure, sometimes. It definitely doesn't make them invincible to normal attacks though. So you're exaggerating, making this quote a 'strawman' argument.Then, players wouldn't have an issue with lots of players being either a Vampire or Werewolf in end game PvP - as well as lots of the remaining players running fire / poison weapons while spamming Fighter's Guild Abilities (countering the playstyle).
Adding in Bites through the Crown Store, will just make the situation even worse..
Also, while you are working on (or thinking about) adding in a way to change your race through the Crown Store - can you make a way in game to turn your character into an Imperial?
You're really riding the line of pay to win, by allowing it to exist by buying it - but not a way to obtain it ingame..
The racial passives Imperials have, make it this way for many playstyles.

Just because you can gain revenue on something does not instantly mean you should instantly monetize it. They can also gain a lot of revenue by allowing VR16 characters to permitting skill points to be bought in the crown store but that doesn't mean they should do it.
Granted, a vamp/WW bite is hardly the same thing as an insta-max leveled character, but the moment they enter the crown store is the moment the company's quality comes into question.
A company that allows anything of perceived value to be bought in the cash shop is oftentimes deemed of lower quality than companies that do not permit anything outside of cosmetics to be obtained.
In the end I feel that though it will give them a short term monetary gain, the long term effects are negative overall if they continue to follow the 'Pay for anything" trend. I (and many others) will not financially support a company that allows players with a lot of pocket change to progress undoubtedly faster than the player that actually plays the game.
It would be one thing if being vampire was purely an aesthetic choice, but its not, its a SKILL LINE.
