legacy vet pve equipment scaling and drop rate

With the newest patch going live and dungeons scaling to v16, I have noticed armor sets that used to drop at the max level of the dungeon mobs v12 (ebon mail, worm cult, arms of infernace, etc) are now scaling up to v14 only, while the monster helms are scaling higher... Is there a reason to limit (or effectively eliminate) the usefulness of these sets? For instance, arms of infernace is a neck and 2 swords 3-piece set that adds a weapon damage bonus... This could be a solid option to combine with some of the newer sets that have come out, but at v14 and with the ridiculous rarity of these "bind on pickup" drops, you can't possibly create a build with those sets incorporated...

-increase drop rate for these bind on pickup sets to something approaching the drop rate of the sellable pieces like adroitness, martial knowledge, sun, air, fire...
-scale all of the above to v16, not just v14 in many cases...
-consider removing the bind on pickup status of the vet dungeon drop sets so that they integrate into the economy as sellable items... This would reduce the grind for items that have ridiculously low drop rates and create more options for optimal gear configuration, as well as promote more participation in the standard vet dungeons for more than just monster helms...
