You need an "Itade"-rune: 800 Tel Var Stones
You need a "Hakeijo"-rune ~ 80.000 gold
Kutas have been ingame for a long time, I guess you know how to get them.
Itades can only be bought from Tel Var Stones or bought from other players, don't know the price.
Hakeijos are pretty rare, can be get from destroying glyphs from Treasure Scamps or the event in the middle of the imperial city sewers. Or bought from other players, of course.
