Empowered Ward bugged?

I mostly play a magicka Sorc, and with the new dungeons and PvP content I had to start using this skill, which I didn't need before for my mostly PvE playstyle. I'm fine with that.
However, the skill feels really bugged. Many many times when I try to cast it, it doesn't "stick", i.e. I get no shield whatsoever. It's supposed to be an instant cast, but it feels like it has a casting animation, and if that animation is interrupted, for instance by immediately using another skill, the ward is cancelled. It really doesn't feel like it's working as intended. Can someone from ZOS please confirm if this is the case, and if so, if the issue is being addressed?

✭✭I have the same issue with Hardened Ward, often I need to press it 2 times before its casted.
This mainly happens after casting another instant cast skill, sometimes it helps to animation cancel with a short block.PC - EU (AD)Septimus Mezar - Altmer Sorcerer

✭I've never had any problems casting hardened ward. Empowered might be different, though.0 -
ontheleftcoast✭✭✭✭✭Ditto for me on Hardened Ward. Many combats require me pressing it twice (or even three times). At first I thought it was because I was moving while casting but I've stood still and had it fail to cast.
